that's mostly based on the lenses you use
which lens would I need if I was in a dining room and was panning objects on table but want the backgroundd out of focus

4k is the same, regardless of the camera
4k is better than 1080p though, if that's what you're asking
yes but I have noticed that some seem to have more details than others

from what I can see on the specs, 4k quality would be the same
differences in lighting, editing, shot angle, etc... may make one seem better than the other
