The Canon T5 is a great starter camera. It is easy to use, good image and video, and a good price. It comes with one lens to get started or there are optional bundles listed on the site as well.
I would go with this bundle
since it has everything she needs to get started
In the camera, would the memory card already be in or would we have to buy one? if we were just going to buy a camera

Only if you get a bundle. Otherwise you would need to purchase the memory card separately. It does come in the bundle however.

Not really, I shoot pro, so I shoot a lot. 16gb is good for your daughter
and she can download the images onto here computer or tablet as well
