Should I get a compact camera with macro capability or a DSLR with a dedicated macro lens?

In the case of macro photography, the most important thing for getting as close as possible is the magnification ratio
1:1 is considered the standard ratio for true macro photography
So even though a lens might be 60mm, if it has a 1:1 magnification ratio, it will get you just as close as a 105mm lens with a 1:1 ratio.

No, that tells you what the aperture of the lens is
That is letting you know how wide the lens opens up when a photo is taken
The smaller numbers (f/1.4, f/2.8) are better

Would it be on the box somewhere? I'm looking for my daughter and have no idea what any of it means. She had a Canon Rebel. She wants to replace it with another Canon

At the top of your budget would be the Canon 100mm macro lens. See how it says "macro" in the name of the lens?
That indicates that it's a macro lens
This one is on sale for $849 and it's an excellent option
Here's another option for less
She needs the whole camera no extra lens to take on and off

I have her old camera, it's a Rebel XTi. Is there one that would be the next step up from this one?

Well, the Rebel XTi is a DSLR with interchangeable lenses
So if you wanted to upgrade from that camera, you'd need to go with an interchangeable lens camera

The Canon SL1 is another option for a little less money
With this one you need a lens to do macro right? I think this is where we started , lol

It's a great option with similar image quality, but is smaller in size and a bit more simplistic
