I have a canon powershot a3400is that I am looking to replace.

I don't like the lag between button push and it taking the picture and the auto settings don't perform well and leave a lot of blurry pictures

Unfortunately point and shoot cameras always have a little bit of a delay between when the button is pushed and the photo is taken
I know, but this one I have is ridiculous. It also can't seem to chose the correct settings in auto mode.

That's also pretty common of point and shoots unfortunately. Some of the higher quality ones are more dependable, but those run around $600+
But I'll bring a few options up for you

How is the Nikon S33? I've read mixed reviews on that one....

It's ok. But it will have that delay from when you press the shutter to when the photo is taken
The reasoning behind that is because the camera will only take photos once it has achieved focus
And point and shoot cameras take a little longer to autofocus
The delay I am talking about is after I've already focused the camera by holding the button at the half-way point, then when I press to snap the picture it frequently takes another 2-3 seconds. Plenty of time to miss a good shot with little kids.

Does the Nikon S33 actually have a cover that closes over the lens or is it open all the time?

It's open all of the time
I'd prefer something that closes to cover and protect the lens.
