What wide angle lens is best for landscape and nature photography on the Canon EOS Rebel T6i camera?

Primiarly for skylines, sunsets, waterfalls, rivers, creeks, trees landscapes.

I'm a beginner so I think the more budget friendly options are preferred for now.

For the type of things you shoot though, I'd go for the 24mm lens
50mm I don't think is going to be what I'm looking for.

The 24 would be perfect for what you'll be shooting!
But the 24mm is still going to be better for portraits than my 18-55 right?

Both are excellent, but they're definitely for different purposes

I think I'm learning more towards the 24mm how does it work for video?

It works extremely well for video!
I like primes better for video since you'll get less background noise without zooming
as long as I have a tripod or monopod?
it doesn't have VR correct?

but with a tripod that isn't really an issue is it?

Not at all
VR helps with camera shake, so that won't happen if you're using a tripod

The only reason that I'd recommend staying away from this one is because of the aperture
The quality with an f/4.5-5.6 lens is going to be similar to your kit lens
And it sounds like you want something better than that

It's a fixed aperture. So you can always open up to f/2.8

No, you can set it to a smaller aperture if you want (f/4.5, etc)
But it can go as wide as f/2.8

say you were shooting chicago skyline at night overlooking water

The 6 stops would be more for full sun
by night I mean right before sunset
