The Tokina 16-28 is an f/2.8 lens for ful frame and will do very well for landscapes and astro
yes it is a very good pro lens in your price range

and it is good in low light as well
What would you personally suggest
Prime or zoom lens

Most landscape photographers use the wide angle zoom lenses, but the 20mm prime will be very sharp
The Tokina is around the same price as the 20mm
and you have added options with the zoom

They are both highly rated and both are great lenses
the Tamron 15-30 does have image stabilization
But I suggest you read the ratings to see what customers say about them as they are the users of these lenses

but on a full frame not at good for portraits
good on a dx camera though
Usually start at 50mm for portraits
Although you can use 35mm for group shots
